Nenasala Pranama Swarna Sammana

Initiated in January 2005 by the then Prime Minister and current President of Sri Lanka, President Mahinda Rajapakse, Nenasala’s are small community based tele-centers where basic communication facilities like telephone, fax and email are available in addition to internet access. The Nenasala official website describes the project as “Initiative by the Government of Sri Lanka aims to provide access to diverse and unrestricted sources of information and means of communication to all the citizens.”

It’s been 8 long years since the first ever Nenasala was opened at the Kirivehara Temple in Katharagama. Now there are 700 Nenasala’s around the Island in every district of the country. Nenasala’s have been a great initiative by the government of Sri Lanka and also is a model that was tested and now upon being successful is being implemented by various other countries around the world.

The success of the Nenasala project was such that earlier this year, the manager of the Sooriyawewa Nenasala won the award for the Best Tele-Center Manager around the world beating 60 other Tele-Centers from 30 other countries in the world at the Global Tele-Center Awards in Spain. Recognizing this, ICTA Sri Lanka, the Information Communication Technology Agency of Sri Lanka which manages the Nenasala project decided to felicitate and award the best of the best Nenasala’s in Sri Lanka for the service, dedication and commitment towards building a better community.

The Nenasala Pranama – Swarna Sammana was held on the 28th of July 2013 at the Mount Lavinia Hotel. Almost 500 Nenasala owners from around the country and other guests from the industry were present at the event. The chief guest for the day was Minister of Telecommunication and Information Technology Hon. Ranjith Siyambalapitiya. This was the first time that an awards ceremony as such was organized by ICTA Sri Lanka.

Several awards were given out at the event with the highest award being the Swarnna Sammana National Award. This is awarded in appreciation of the commitment and for being the most outstanding Nenasala in the island, which helps towards building the lives of the Rural Community through Information Technology. The Swarnna Sammana National Award was won by the Balangoda Nenasala from the Rathnapura District.

The next biggest award was the Prof. V. K. Samaranayake Memorial Award for the Nenasala that has been successful in achieving the Mandate with greatest impact on its objectives of Poverty Redution, Social and Economic Development, Peace Building, Elevating IT Literacy rate using innovative methods to achieve this Mandate. This award was won by Sooriyawewa Nenasala from the Hambantota Distirct.

The next set of awards were for the best Nenasala center in each province of Sri Lanka. The award winners for the Nenasala Provincial Best Performer Awards were:

Mr. Reshan Devapura, CEO of ICTA Sri Lanka during his speech mentioned that the aim of ICTA was to set up 14,000 Nenasala centers by the year 2016. The Minister of Telecommunication and IT speaking at the event said that the government is committed towards bringing up the IT literacy rate of Sri Lanka up to 75% by 2016. The rate currently stands at 45%.

A book titled “Nenasala Experiences” authored by Prof. Basheer Ahmed was also launched at the event.

ශ්‍රී ලංකා සමාජවාදී ජනරජයේ ජනපති මහින්ද රාපක්ෂ මැතිඳුන්ගේ ජන්ම දිනය නොවැම්බර් මස 18 වන දින  වෙනුවෙන්  නොවැම්බර් මස 17 (ඊයේ දින) ජනපති ජන්ම දින සැමරුම් වැඩසටහන් රැසක් ‍ෙඓතිහාසික තිස්සමහාරාම මහා විහාරයේදී පැවැත්විණි. මෙහි ප්‍රධාන ආරාධිත අමුත්තා වශයෙන් ගරු අග්‍රාමාත්‍යතුමන් සහභාගී වු අතර එතුමාණන්ගේ ප්‍රධානත්වයෙන් සෑම ග්‍රාම සේවා වසමකම දිළිඳු පවුල් 10 ක් සදහා වියළි ආහාර දුව්‍ය ප්‍රධානතවය ඇතුළු පුණ්‍ය කටයුතු රාශියක් සිදු විය.

ගරු අමත්‍ය රංජිත් සියඹලාපිටිය මැතිතුමා/ ගවශ්කාර් මහත්මා සහ ජනක මහත්මා වෙත,

නැණසල නව්‍යකරණ වැඩසටහන යටතේ ක්‍රියාකාරි නැණසල මධ්‍යස්ථාන තෝරා ගෙන එම නැණසල මධ්‍යස්ථාන වල යටිතල පහසුකම් වැඩිදියුණු කිරීම යටතේ තිස්සමහාරාම නැණසල මධ්‍යස්ථානය සදහා සැපයු උපකරණ වෙනුවෙන් ICTA ආයතනයට හා විදුලිසංදේෂ හා තොරතුරුතාක්ෂණ අමාත්‍ය ගරු රංජිත් සියාඹලාපිටිය මැතිතුමන්ට ස්තුතිය පුද කරමි.

තවද අප ප්‍රජාව වෙත නුතන නැණසලක කාර්යභාරය ඉටුකිරීමට මෙම නවීණතම උපකරණ වලින් හැකියාව ලැබෙනු ඇත. 2011 වර්ෂයේ සිට පරිගණක අධ්‍යාපනය සදහා වු  NVQ Level 3 ජාතික සුදුසුකම (ප්‍රතීතනය කරන ලද) ප්‍රථමනැණසල මධ්‍යස්ථානය වශයෙන් සහ 2015 වර්ෂයේදී NVQ Level 4 ජාතික සුදුසුකම සැපයීමට කටයුතු සුදනම් කරන අවස්ථාවක ICTA ආයතනය සිදුකල පසහුකම් සැපයීම, අපටද - තිස්සමහාරාම නැණසල මධ්‍යස්ථානය භාවිතකරන තරුණ ශිෂ්‍ය ප්‍රජාවට සුවිශාල පහසුකමක් වනවා ඇත. ශ්‍රී ලාංකේය ජනපති අතිගරු මහින්ද රාජපක්ෂ මැතිඳුන්ගේ මහින්ද චිනතනයේ සැබෑ ප්‍රතිලාභ ග්‍රාමීය ප්‍රජාව වෙත ගෙනයෑමට ලද තවත් අවස්ථාවක ලෙස අප මෙය සලකන්නෙමු.

2020 දි නැණසල කොතැනටද ?

2005 වර්ෂයේදී ශ්‍රී ලංකා ජනරජ වර්ථමාන ජනපති මහින්ද රාජපක්ෂ මැතිඳුන්ගේ නැණසල දහස සංකල්පය මත පිහිටවු ප්‍රථම නැණසල මධ්‍යස්ථාන කිහිපය අතරින් එක් නැණසල මධ්‍යස්ථානයක් ලෙස තිස්සමහාරාම ආසිරි අයි. ටී. මධ්‍යස්ථාන නැණසල හදන්වා දිය හැක.

2005 වර්ෂයේ සිට මේ දක්වා නැණසල මධ්‍යස්ථානවල ක්‍රියාකාරීත්වය පැවැත්ම පිළිබඳ අවධානය යොමු කල විට පෙනි යන කරුණක් වන්නේ මෙම ව්‍යාපෘතිය යටතේ ස්ථාපනය වු නැණසල මධ්‍යස්ථාන සැලකිය යුතු ප්‍රමාණයක් වැසී ගොස් ඇති බවය. මේ සදහා හේතු වු මුලික සාධක බෝහෝය. කෙසේ වෙතත් ශ්‍රී ලංකාව තුල නැණසල ව්‍යාපෘතිය ආරම්භ වන්නේ ලොව පුරා ප්‍රචලිත Telecentre මධ්‍යස්තාන සංකල්පය පෙරදැරි කොට ගෙනය. මෙවැනි ටෙලිසෙන්ටර් මධ්‍යස්ථානයක මුලික ඉලක්ක කිහිපයකි. ඒ නිසි ලෙස සම්පත් තුලනය නොවු ග්‍රාමීය ජනතාවන් ඉලක්ක කරගනිමීන්, ඔවුන්ගේ මුලික අවශ්‍යාතා සදහා තොරතුරු තාක්ෂණය  සම්බන්ධ කර ගන්නේ කෙසේද යන්න තම ප්‍රජාව වෙත හදුන්වා දීමය. මෙහිදී පුහුණු කිරීම හා භාවිතයට අවස්ථාව ලබා දීම මෙම ටෙලි සෙන්ටර් මධ්‍යස්ථාන වල කාර්යභාරය වේ. කෙසේ  වෙතත් කාලය ගෙවීයාමත් සමගම ග්‍රාමීය ප්‍රජාව තුල මෙම විෂය සදහා ඉල්ලුම වැඩිවන විට ව්‍යාපාර මට්ටමින් මෙම විෂය ප්‍රසාරණය වන විට මෙම ටෙලිසෙන්ට්ර් වැඩි ප්‍රමාණයක් වැසී යනු ඇත. මෙම තත්වය  ටෙලි සෙන්ට්ර් මඨ්‍යස්ථාන වල සාර්ථක භාවය ලොවට කියාපාන නිර්ණායකයක් ලෙසද ඇතැමුන්ගෙන් ඉදිරිපත් වේ.

කෙසේ වෙතත් සංවර්ධනය කරා ගමන් ගන්නා රටවල ටෙලිසෙන්ටර් මධ්‍යස්ථාන අති සාර්ථක වන අවස්ථාවන්ද දක්නට ඇත. ඒ  ටෙලිසෙන්ටර් මොඩලයේ මුලික ඉල්ක්කය අභිබවා, තරඟකාරි වෙළදපොළ තුල පීඩනයට මුහුණ දෙමින් හා අභියෝග ජයගනිමින් තොරතුරු තාක්ෂණය තම ප්‍රජාවට හදුන්වා දීමෙන් ඔබ්බට ගමන් කරමින් යාවත්කාලීන සේවා සපයමින් වර්ධනය වීමයි.

නැණසල දහස ව්‍යාපෘතියේ අති සාර්ථක නැණසල මධ්‍යස්ථාන මෙලෙස මෙම වාණිජ අභියෝග ජයගනිමින්  වසර 10 ක කඩයිම 2015 දී පසු කරණු ලබයි. උදාහරණ කිහිපයක් ලෙස බලංගොඩ/ වැලිගම/ නිවිතිගල/ තිස්සමහාරාම/ මිරිජ්ජවිල/ සුරියවැව/ බදුල්ල/ බුත්තල/ මොණරාගල සමාධි නැණසල හා අනුරාධපුර/ පොලොන්නරුව යන දිස්ත්‍රික්කයන්හි ක්‍රියාත්මක නැණසල මධ්‍යස්ථාන හදුන්වා දිය හැකිය. ටෙලිනේටර් මධ්‍යස්තානයක මුලික අරමුණු වන හදුන්වා දීම සහ භාවිතයට දීම යන කඩයිම් පසු කරමින් පුරා වසර 09 තුල නැණසල හිමිකරුවන්/ ක්‍රියාකරුවන් කල සේවය අගය කල යුතුයි. 

2005 වර්ෂයේදී  04%  ක ආසන්න අගයක  නොතිබූ තොරතුරු තාක්ෂණ සාක්ෂරතාවය අද වන විට අගයක් ලෙස 40% පසු කරමින් සීටී. ‍වසර 09 ක කාලයක් තුල ග්‍රාමීය හා නාගරික වශයෙන් මෙම පෙරලියට උරදුන් දැවැන්තම ව්‍යාපෘතිය ලෙස නැණසල ව්‍යාපෘතිය හදුන්වා දිය හැකිය.

වර්ථාමනය වන විට ආර්ථිකය තුල ඇතිවන්නා වු අසමතුලිතතාවයන් මැද මෙම සාර්ථක නැණසල මධ්‍යස්ථාන රැක ගැනීමට අවශ්‍ය කටයුතු සැලසීමට කාලය රජය හා අනෙකුත් පාර්ශවකරුවන් වෙත පැමිණ ඇත. ව්‍යාපාර මොඩලයක් ලෙස රට පුරා නොනිමි සේවයක් සපයන නැණසල මධ්‍යථාන මුහුණ දෙන ගැටළු කිහිපයක් පහත පරිදි වේ (ආගමික ස්ථාන/ රාජ්‍ය ආයතන/ සමාගම් වලට අයත් නොවන නැණසල මධ්‍යස්ථාන).

1. ගොඩනැගිලි සදහා අධික පිරිවැයක් දැරීමට සිදුවීම (බදුකුලී වශයෙන්).
2. ණය පහසුකම් ලබා ගැනීමට ඇති අපහසුව.
3. හිමිකරුවන්ට/ ක්‍රියාකරුවන්ට අනාගත සුරක්ෂිතතාවයක් නොමැතිවීම.
4. නව දැනුමෙන් සන්නධවීමට ඇති අවස්ථා දුලභ වීම.
5. සහන නොලැඹීම (විදුලි/ අන්ර්ජාල)
6. රාජ්‍ය අංශයේ ආයතන  නැණසල ව්‍යාපෘතිය පිළිබඳ නිසි අවභෝධයක් නොමැතිවීම.
7. රාජ්‍ය අංශයේ පුහුණු කිරීම් වැඩසටහන් සදහා නැණසල යොදා නොගැනීම.
8. සහය ක්‍රියාකරුවන් රඳවා ගැනීමේ නොහැකියාව

නැණසල ව්‍යාපෘතියේ සාර්ථක නැණසල මධ්‍යස්ථාන මුහුණපාන මෙම අවධානම් තත්වය අතිගරු ජනාධිපතිතුමා/ ගරු ජනධිපති ලේකම්තුමා ඇතුළු බලධාරීන් විසින් වටහාගෙන මොවුන්ගේ ජවීත සුරක්ෂිත තාවය තහවුරු කිරීමට හැකිවුහොත් ලාංකීය ජනරජ ජනපති මහින්ද රාජපක්ෂ මැතින්දුන්ගේ මහින්ද වින්තනයේ මුලික ඉල්ක්කයක් වන තොරතුරු තාක්ෂණ සාක්ෂරතා 75% ක අගයක් කරා ගෙන ඒමට නැණසලට ඉදිරි  වසර 05 තුල සිදුකල හැක්කේ දැවැන්ත සේවයකි. මෙය ICTA ආයතනයේ පාලන අධිකාරීය සහ සියළු වගකිවයුතු පාර්ශවකරුවනුත් වටහා ගත යුතුය. නැණසල හිමිකරුවාට ස්ථිරසාර අනාගත සුරක්ෂතතායක් ඇතිකර දී, රාජ්‍ය අංශයේ සහයෝගය ලබාදුන්විට තවත් වසර 10 කට වැඩි සථිරසාර සේවයක් නැණසල මගින් අප ග්‍රාමීය ජනතාවට ලබා දී ඔවුන්ගේ ජීවන මට්ටම උසස් කිරීමට නැණසලට හැකිවනවා ඇත.

Minister of Telecommunications and Information Technology Ranjith Siyambalapitiya officially handed over ro President Mahinda Rajapaksa, the award received from the Bill and Melinda Gates Foundation's 2014 for Sri Lanka's e-Library Nenasala Programme at Temple Trees Thursday (21). The Secretary to the Ministry Gotabhaya Jayarathana was present at the occasion.

Sri Lanka’s e-Library Nenasala Programme (eLNP) won the Bill & Melinda Gates Foundation‘s 2014 Access to Learning award of $1 million at a ceremony held in Lyon, France Monday (18).. The award was in recognition of eLNP’s thrust for providing free access to computers and the Internet to underserved Sri Lankans living in remote and rural areas. The Government of Sri Lanka launched the programme as a way to boost digital literacy and encourage economic development throughout the country based on its National Development policy “Mahinda Chinthana”.

A notable feature was the winning of the first place by the Nenasala Project from among 150 Projects launched in around 110 countries.

The eLNP’s centres, known as Nenasalas (wisdom outlets), have helped Sri Lanka increase its computer usage and IT literacy rate from below 10 percent in 2004 to almost 40 per cent today. Centres are located in rural areas to give residents increased access to high quality equipment, training, and locally tailored information to help them improve their lives. Microsoft, a foundation partner, will make available a donation of software to eLNP, It wll be offered as part of its commitment to bring the benefits of relevant and accessible technology to local communities around the world.

The majority of the Nenasalas are located within religious institutions, which have served as community centres and places of learning for centuries. This strategy has helped the Government earn the confidence and trust of Sri Lanka’s rural residents, who have had little access to technology to date. Whether housed in a Buddhist temple, Hindu kovil, Muslim mosque, or Christian church, each e-Library Nenasala is free and open to people of all religions and income levels.

In addition to access, the centres provide training to help people acquire basic computer and Internet skills, and the know-how to use email and social media platforms. Local youth often become volunteer computer trainers at the Nenasalas and are given basic training at the beginning of their service. Their skills are further enhanced through refresher courses, online training programmes, and peer to peer learning opportunities.

Nenasalas also provide extensive learning opportunities for school-age children, including a video-based programme for learning English. Women are given specialized content on critical issues facing children and families, including information on nutrition, breast-feeding, safe sanitation, and vaccines. Adults can perform job searches, learn how to create a resume, and access a wide variety of Government services, including passport applications, driver’s license renewals, and Government exams. Migrant workers who make up a significant portion of the Sri Lankan workforce can communicate via Skype with family members they leave behind.

eLNP is an ICTA project forming part of a larger country-wide strategy to “take the dividends of ICT to every village and every citizen.

09 වන වසරට පා තබන නැණසල ව්‍යාපෘතියට ජනපතිදුන්ගේ සුභාශිංෂණ

2014 ජනවාරි මස 01 වැනි දිනට 09 වන වසරට පා තබන, ශ්‍රී ලාංකිය ග්‍රාමිය ප්‍රජාව වෙත තොරතුරු හා සන්නිවේදන තාක්ෂණය ගෙන යෑමේ භාරදූර ක්‍රියාවළියේ නියමු ව්‍යාපෘතිය ලෙස “නැණසල දහස” ව්‍යාපෘතිය හදුන්වා දිය හැකිය. මෙම 09 වන වසරට පා තබන “නැණසල දහස” ව්‍යාපෘතියට තවත් දිරිය ලබා දෙන්නට, ක්‍රියාකාරීත්වය දැක බලා ගන්නට ව්‍යාපෘතියේ නියමුවානන් වු ශ්‍රී ලංකා ජනරජයේ අතිගරු ජනධිපති මහින්ද රාජපක්ෂ මැතිතුමන් ද, ජනාධිපති ආර්‍යයා ශිරන්ති රාජපක්ෂ මැතිණිය ඇතුළු සම්භාවණිය අමුත්තන්ද පැමිණියේය.

නැණසල දහස ව්‍යාපෘතියේ ප්‍රථම නැණසල මධ්‍යස්ථානය ලෙස කතරගම කිරිවෙහෙර නැණසල මධ්‍යස්ථානය ශ්‍රී ලංකා ජනරජයේ අතිගරු ජනපති මහින්ද රාජපක්ෂ මැතිතුමන්ගේ සුරතින් වර්ෂ 2005 ජනවාරි මස 01 වැනි දින විවෘත විය. ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන නියෝජිත ආයතනය (ICTA) පුර්ණ අනුග්‍රය යටතේ නැණසල දහස - මහින්ද වින්තනයේ දක්වා ඇති ගමට තාක්ෂණය ගෙන යෑමේ ක්‍රියාවළියේ සාර්ථකම ව්‍යාපෘතිය බවට  අද වන විට පත්ව ඇත.
